Small Disadvantaged Business (SDB)
A small disadvantaged business must be 51% owned, operated, and managed by individuals who are classified as socially or economically disadvantaged. For a publicly owned business, at least 51% of its stock must be unconditionally owned, managed, and operated by one or more socially and economically disadvantaged individuals. To be classified as an SDB, the business must be SBA-certified.
The SBA administers two business assistance programs for small disadvantaged businesses. These programs are the 8(a) Business Development Program and the Small Disadvantaged Business Certification Program. While the 8(a) Program offers a broad scope of assistance to socially and economically disadvantaged firms, SDB certification strictly pertains to benefits in federal procurement. Firms designated as 8(a) firms automatically qualify for SDB certification. For more information or to register, visit https://www.bpn.gov/ccr/scripts/indexnew.asp.

Minority-Owned Business
A minority-owned business is a for-profit enterprise, regardless of size, physically located in the United States or its trust territories, which is owned, operated, and controlled by minority group members. "Minority group members" are U.S. citizens who are Asian, Black, Hispanic, or Native American. Ownership by minority individuals means the business is at least 51% owned by such individuals or, in the case of a publicly owned business, at least 51% of the stock is owned by one or more such individuals. The minority group members must control the management and daily operations. For more information or to become certified with the National Minority Supplier Development Council, Inc. Small Women-Owned Business
Must be controlled, administered, and owned by a woman or be 51% owned by women who are U.S. citizens. This enterprise must also meet the SBA size standards for a small business. Small Veteran-Owned or Service-Disabled Veteran-Owned Business

Active duty service is defined as active duty in the United States Army, Air Force, Navy, Marine Corps, or Coast Guard for any length of time, at home or abroad. To be considered a Service-Disabled Veteran-Owned business, at least 51% of the business must be owned, operated, and managed by a veteran (or veterans) who was disabled during active duty service and received a rating letter qualifying the veteran as Service-Disabled.
